What is the 5th Population and Housing Census?

Conducted every ten years, the Population and Housing Census (PHC) is one of the most important and largest statistical operations in Lao PDR. The upcoming 5th PHC is a historic national effort to create a complete and accurate snapshot of our society.

From November 3, 2025, for a period of 6 to 8 weeks, nearly 12,380 trained enumerators will visit every household across the country. They will conduct interviews to collect essential demographic and socio-economic information, as well as details about housing conditions.

For the first time, this census will be fully digital. Enumerators will use tablets with a secure Computer-Assisted Personal Interviewing (CAPI) application, a major step forward that will significantly improve the quality, efficiency, and timeliness of the data.

Why Does This Census Matter for Lao PDR?

  • The census is more than just a headcount; it’s the foundation for our shared future. The data collected provides the evidence needed to:

    • Guide National Development:
      The results will be the cornerstone of the monitoring framework of the 10th National Socio-Economic Development Plan (2026-2030), ensuring that policies are implemented effectively and timely.
    • Ensure Equitable Services:
      It helps the government decide where to build schools, hospitals, roads, and other essential infrastructure, ensuring that services reach the people who need them most.
    • Empower Vulnerable Groups:
      Detailed data on women, children, persons with disabilities, older people, and ethnic groups is critical for designing targeted policies that promote inclusivity and ensure no one is left behind.
    • Monitor Global Goals:
      The census provides essential data for tracking progress towards the Sustainable Development Goals (SDGs).

A Modern Census for a Modern Lao PDR

The 2025 PHC incorporates major innovations to ensure it is the most accurate and inclusive census to date:

  • Digital Data Collection (CAPI):
    Using tablets reduces errors, speeds up data processing, and allows for real-time monitoring of fieldwork.
  • Advanced GIS Mapping:
    For the first time, Geographic Information System (GIS) technology has been used to digitally map the entire country, creating precise Enumeration Areas (EAs) to ensure every dwelling is located and visited.
  • Inclusive Questionnaires:
    The census questionnaire has been carefully designed through extensive consultations. It includes questions based on the Washington Group Short Set on Functioning to better understand the state of people with disability, as well as questions on statelessness and civil registration to ensure everyone is counted.
  • Multi-Language Support:
    To include diverse communities, the CAPI application supports multiple languages, including Lao, English and Chinese.
